Recently I participated in a discussion with OEA union leadership regarding the pro-abortion position of the union. During that discussion one union leader made the remark that "you're up against a wall". Over the past seven years pro-life delegates have been using a variety of strategies to debate and silence the pro-abortion position of the union. This union leader had watched the debate over the years and concluded that there were no more possibilities or strategies that could be used to silence the union on the abortion issue.

As I sat and listened to his comments, I was reminded of the walls of Jericho. After the Israelites had walked forty years in the wilderness, Joshua under the anointing of the Lord led the Israelites into the Promised Land. One of their first assignments from the Lord was to take Jericho, a city fortified with huge thick walls. In Joshua chapter 6 verse 2, the Lord told Joshua that "I (the Lord) have given Jericho into your hands" (NKJV). The Lord then gave Joshua specific instructions to follow. As Joshua and the children of Israel were obedient and submissive to the Lord's instructions, the walls of Jericho fell and the city was taken.

Throughout history walls continue to be demolished. However, for any wall to be demolished, we must be obedient and submissive to God's instructions as found in His Word. To know these instructions we must spend time with the Lord in Bible study and prayer. Many of us have seen walls destroyed within our personal lives; for example, when truth prevails, relationships are reconciled and healing takes place. Within the last decade we all have seen truth transcend the walls of Communism. As a result the iron curtain has been shattered, the Berlin Wall demolished, and people are now free.

The same is true of the abortion debate. Many people, including educators, support abortion simply because they are unaware of the truth. Legalized abortion has been built on a lie, but as truth transcends, the wall will fall and lives will be saved.

Remember that God is in control. As we are obedient and submissive to His instructions in planting the seeds of truth, God will change hearts and victory will come.

NEA & AFT MERGER UPDATE

"The National Education Association (NEA) and the American Federation of Teachers (AFT) announced Monday (1/26/98) that they will likely reach a merger agreement in the near future. The announcement comes after four years of preliminary discussions between the two national unions. The plan under consideration would join the unions in 2002 under combined leadership, with the NEA president serving as president and the AFT president as executive vice president. After two years, new union leadership would be selected through a regular election.

The new mega-union, with a combined membership of 3 million, would be a lobbying superpower in Washington. In years past, these unions have opposed the most basic pro-family education reforms. They bitterly oppose parental choice in education, disdain phonics, and promote gay rights."

ABORTION EDUCATION: IT'S A NEW DAY

First there was the Webster decision in 1989 and then the Casey decision in 1992. They totally altered the framework of the abortion debate in America.

James Bopp, General Counsel of National Right to Life, immediately captured the significance of Casey. In a March 1993 article in the Life Advocate, he said: "As a result of Court decisions like...Casey, public schools can now offer strong pro-life curriculums at all grade levels." Bopp noted that educators and pro-lifers were unaware of the importance of the decision. They remain unaware, although that is about to change.

To understand Casey, we must first look at Roe. Under Roe, two categories of people were affected. The woman seeking an abortion was given extensive rights; the public official on the other hand was required to support abortion. How could support be required? Simple. Make abortion a "fundamental" right by ruling that the right to abortion stems from the Bill of Rights. You know, like the right of free speech. States cannot limit such rights. Any effort to do so will confront the daunting and all-powerful Supreme Court standard called STRICT SCRUTINY.

The Casey decision did not affect a woman's right to seek an abortion. Nothing new here. But, and this was critical, the role of the public official changed dramatically. Casey ended abortion as a fundamental right. The right came not from the Constitution, but from a Supreme Court ruling, namely Roe. The decision replaced strict scrutiny with the fuzzy and friendly "UNDUE BURDEN" standard, which allows public officials to restrict abortion in a wide variety of ways, except limiting access.

Instead of having the legal status of free speech, it now had the status of smoking cigarettes.

Finally, with the Casey decision, the public official and the people who elect them, that means you and me, had the right of choice. We could now use tax dollars to restrict, or discourage, the abortion choice. School curriculums could be created to show both sides.

Now we could take this issue into every schoolhouse in America and end one generation of censorship.

In light of the Casey decision, there are several questions that can be asked of the NEA.

1. In the Casey decision, Section III and IV, the Supreme Court adopts a standard of informed choice that is recommended as a standard for state agencies. Would such a standard be acceptable to the NEA?

2. Since abortion is no longer a fundamental right, school communities can structure a curriculum on abortion in any way desired by the citizens and their school board representatives. Does the NEA encourage community involvement, or does it wish to censor pro-life material favored by the taxpayers in a community?

3. Does the leadership of the NEA believe that students should have the freedom to learn about that decision that is directed towards their generation more than any other should?

4. Because Roe v Wade prevented schools from using tax dollars to create curriculums to limit abortion, one side of the abortion debate was silenced for a generation. Does the NEA owe an apology for this generation of censorship that we willingly accepted?

5. Debra DeLee, NEA's Director of Government Relations, wrote every member of the House of Representatives on July 29, 1992. She complained about Webster and Casey, said the two opinions ended abortion as a fundamental right, and said that the Court has "invited states to enact...restrictions...on women's reproductive freedom". Questions: Why does the NEA complain that states and communities have expanded rights...even those that would affect abortion? Isn't that the democratic process? Why should NEA want to limit the legislative options of the very taxpayers who indirectly fund the NEA?

6. Isn't the NEA's position on abortion education suited for the Roe era, and simply outdated for an era like the present when communities can structure curriculums on this topic in a way that reflects their values and sentiments?

7. Abortions take the life of one and one-half million children per year, approximately one child every 20 seconds, 24 hours a day, 365 days of the year. Should we not be advocates for children? How do we explain our position five years from now when the climate may be quite different?

The reality is that there is a new day in abortion education.

WHO WILL REPRESENT YOU AT NEA?

Quick - who casts your vote at the NEA Representative Assembly? If you don't know, you should know.

Often we know who our local officers and building representatives are. However, most of our dues money, in fact - hundreds of dollars, goes beyond the local to other levels of the Association. Knowing who represents us and how they vote isn't just a matter of principle; it's a matter of how our dues money is being spent.

Comments are often heard that NEA and its state affiliates have a strong tradition of democratic governance. The NEA Representative Assembly, the main governing meeting of the Association, is the largest deliberative body in the world. During the Representative Assembly, delegates vote on issues that affect us in many ways. They adopt all the policies of the NEA, the budget and resolutions, enact legislative agendas, and consider many new business items. They also elect Association officers and vote on amendments to the governing documents.

All delegates are selected by their colleagues in the local and state affiliates to represent their view in the deliberation of the assembly. It is not too late to get involved. Details for running as a state delegate can be received from your state affiliate office. The state delegate elections will take place between now and mid-March.

For local delegate representation to the NEA RA, check with your local president. Election results from local affiliates are not due to their state affiliates until April 15. Unless your local Constitution & Bylaws allows for officers to serve as your delegates or allows for multi-year terms for delegates, most voting should take place between now and the first part of April.

So watch those local memos and newsletters carefully for NEA delegate election information. We will only get good representation when members take the time to get involved by educating ourselves about the candidates, and VOTING!

...And the Walls Came Tumblin' Down

Joshua fought the battle at Jericho. Pro-life educators "fought the battle" in Columbus OH, Saturday, January 24th, 1998, at a morning meeting with the Ohio Education Association (OEA) Resolutions Commission. Connie Bancroft and Dave Kaiser presented to the full Resolutions Commission three proposals that would strike abortion language from the OEA Resolutions document. The Commission favored Proposal 2, which would amend by deletion from OEA Resolution I-3, paragraph 2, the words "...including the right to reproductive freedom....". If the Resolutions Commission follows through with recommending adoption of this proposal, OEA delegates will be encouraged to vote for the deletion of the words at the OEA Spring Representative Assembly in Columbus. The phrase "reproductive freedom" has become synonymous in our country with "abortion on demand". Deletion of the words will not eliminate entirely OEA abortion ties, but it will be a big step forward.

Walls started "tumbling down" the evening before at a late night (10 PM) meeting between pro-life educators and the OEA Resolutions "I" Subcommittee. Seven educators met with members of the subcommittee. Some of the misunderstandings about the abortion issue were cleared up, but, surprisingly, misinformation still abounds among the ranks of union leadership. Most still do not understand that abortion is legal the full nine months of pregnancy for virtually any reason. (The Supreme Court decided that legal "personhood" and, thus, full protection of the law, does not begin until birth. Third trimester abortions may be done for "health reasons" only, but "health of the mother" was interpreted to mean not only physical, but psychological reasons, stress from financial "burdens", the whole gamut...). Many know little about the brutal abortion methods used to "terminate" a baby. One of the subcommittee members present at the Friday night meeting admitted to being unknowledgeable about "partial birth abortion" until it was explained during debate on the assembly floor at last year's OEA Spring Representative Assembly.

At this point, prayer is needed. If we are sending pro-life delegates to the spring assembly, getting the abortion language dropped from the OEA Resolutions document may not be difficult. The wall to be tumbled, however, seems to be the lack of education among educators on the abortion issue. With God's help, Joshua took care of the wall at Jericho and won. With God's help, we will win, too.
